Given that public diplomacy is an element that incorporates communication and politics, it has appeared as a product of changes in communication and international relations with globalization. Public diplo-macy has a strategic value in international relations, which is one of the im-portant methods of communication that aims to win the minds and hearts of target societies without any coercion. The media, which informs the pub-lic about the problems of the country and the world and influences which of these issues should have priority in the public, is one of the main factors that have played a role in the emergence of public diplomacy. In addition, the media (international broadcasters) is one of the most effective tools that public diplomacy actors can use to reach the people of the target country to create a positive image of the country in their eyes. International broadcas-ters now take on the role of disseminating a country’s image, regional influ-ence and political stances, as well as advocating the country’s targeted poli-cies towards a particular country or area. This paper aims to present Turkey’s diplomatic narrative towards the Western Balkans through the international broadcaster. In this context, public opinion is formed by examining the con-tent presented by Anadolu Agency in the languages of the Western Balkans.
