Informatıon Warfare in the Balkans: the Role of Serbia and the Comparative Analysis of Russia and the United States

The rapid technological developments and the widespread use of the Internet after the Cold War have led to a transformation in contemporary con-flicts, as information has gained a cross-border nature. This transformation is explained through the concept of information warfare, which is called efforts to achieve information superiority among adversaries through the use of infor-mation and communication technologies. Especially after the Cold War, actors such as United States and Russia, aiming to expand their regional spheres of in-fluence, tried to maintain their power by using information warfare tools such as cyber operations and psychological operations. The pivotal role of Serbia, which is at the center of this strategic region, is important for both states. The reason for this situation is that Serbia has a strategic significance in the Balkans in his-torical and geopolitical terms. Serbia’s stature as a key player, with its position and sphere of influence in the region. Therefore, public opinion manipulated through Serbia can be associated with Russia’s efforts to weaken Western influ-ence in the Balkans or America’s endeavors to mitigate Russian influence with-in the region. The main purpose of this article is to undertake a comparative analysis of the information warfare policies of United States and Russia, with a focal point on Serbia within the Balkan information warfare landscape. Hence, this paper will contribute to understanding information warfare dynamics in the Balkans through the deep examination of information warfare policies carried out by United States and Russia concerning Serbia.
